Portugal introduced a special refund regime for conference organizers: allowing almost 100% of hospitality expenses to be VAT refundable. Previously, companies could only deduct up to 50% of expenses for venue, food, accommodation etc.

The organizer needs to be registered for VAT in Portugal in order to deduct any/all VAT.
